Jammu: Former ACR, 4 beneficiaries booked over illegal land transfer

Jammu, Sep 15: The Anti-Corruption Bureau (ACB) on Tuesday registered an FIR against a former Jammu assistant commissioner (revenue) Nisar Ahmad Shad and four private beneficiaries for allegedly granting illegal permissions for the transfer of land in Chowadi and Deeli areas of Jammu city.

The FIR was registered on the outcome of a preliminary enquiry, which prima facie disclosed that the accused public servant, while functioning as ACR Jammu between May 23 and July 11, 2018, allegedly abused his official position by granting nine permissions for alienation and transfer of Gair Mumkin Khad land in Chowadi and Deeli, officials said.

The permissions were allegedly granted in violation of applicable revenue laws, government orders and directions of the High Court concerning land recorded as "Gair Mumkin Khad," they said.

The enquiry further revealed that the permissions were shown to have been granted with the approval of the Jammu deputy commissioner. However, the enquiry revealed that no such approval, note sheet or formal delegation order was available on record.

Accordingly, the FIR has been registered under the J&K Prevention of Corruption Act and Sections 120-B (criminal conspiracy), 467 (forgery of document), 468 (forgery for cheating) and 471 (using forged document) of the Ranbir Penal Code.

Further investigation into the matter is in progress, the ACB said.
