Sports Quota Recruitment in J&K Has Lost Public Credibility; Independent Probe is Imperative

Jammu, Jul 19: The Bharatiya Janata Party (BJP) on Sunday demanded a time-bound independent investigation into the Jammu and Kashmir Government's selection process for the appointment of Outstanding Sportspersons under S.O. 12 of 2022, alleging serious irregularities, lack of transparency and possible conflict of interest. In a joint statement, BJP Chief Spokesperson Sunil Sethi and former MLC and party spokesperson Girdhari Lal Raina said the government's selection list issued on June 10, 2026, has sparked widespread resentment among athletes, sports associations and members of civil society. They said the protests reflected not merely disappointment but a growing crisis of confidence in the fairness, transparency and integrity of the recruitment process. The BJP leaders alleged that four of the five gazetted posts had been awarded to athletes from a Category-B non-Olympic discipline, while several accomplished sportspersons from internationally recognised Olympic disciplines were either denied gazetted appointments or placed in lower categories. Describing the outcome as "extraordinary", they said it warranted close public scrutiny. Questioning the government's explanation that the appointments were made strictly under a statutory points-based system, the BJP leaders said a legal framework could not be used to shield the process from scrutiny if there were credible allegations that the rules had been designed or amended in a manner favouring a particular discipline. They also raised concerns over amendments made to the recruitment rules, the weightage assigned to various competitions and the inclusion of events that allegedly enabled certain athletes to accumulate disproportionately high scores. The BJP further highlighted allegations of conflict of interest, claiming that some officials associated with sports administration also held positions in recognised sports associations linked to the disciplines that secured a majority of the top appointments. "Even the appearance of such a conflict undermines public confidence and warrants an independent investigation," the leaders said. Referring to Rule 2(2) of S.O. 12 of 2022, they said that while the High-Powered Selection Committee functioned as an institutional body, ministerial accountability could not be ignored since the final selection list was approved by the government before its publication. The BJP held that the issue extended beyond the interests of individual athletes and concerned the credibility of public employment, the future of young sportspersons and the integrity of sports administration in Jammu and Kashmir. The party demanded a time-bound independent inquiry into the functioning of the J&K Sports Council and the entire recruitment process under S.O. 12 of 2022. It also sought an examination of all amendments made to the rules, the methodology adopted for awarding points, an investigation into allegations of actual or perceived conflict of interest, and the fixing of responsibility wherever procedural irregularities or abuse of authority is established. The BJP also called for a transparent, merit-based sports recruitment policy that safeguards the interests of athletes across all recognised disciplines while ensuring fairness and public confidence in the selection process. "The Government owes answers to every athlete who has devoted years of hard work in the service of sport. Administrative denials are no substitute for an independent inquiry. The only way to restore confidence is through complete transparency, impartial investigation and accountability," the party leaders said.
